EDBG is also known as CMSIS-DAP.
Keil supports this ARM standard...in fact they invented it and made it freely available.

Perhaps it is more accurate to say that EDBG (or part of it ?) is CMSIS-DAP compliant.
Inside the dev tools, there might not be a EDBG selection - just select CMSIS-DAP and it ought to work. This is true for Keil MDK and DS-5.
CMSIS-DAP can be implemented on your own board quite easily. There are no payments required to ARM.
